Victorian White Cotton and Lace Petticoat

To think this lovely petticoat was worn underneath a skirt. The top of the petticoat is cotton. With ridges sewn horizontally. There are 2 tiers below the knees, the outer tier has layers of cotton lace.with the cotton in between them the lower layer has scalloped edge  the inner tier is cotton with one tier of lace at the hem. The way it closes is , it ties in the back with 2 strings. Measures as follows Waist up to 28, hips up to 40, Length 41 Excellent condition
